Our water system has about one mile of PVC mainline pipe. As of September 2026, the cost of replacement for water mains using “prevailing wage” rates, is about $375 per linear foot. This cost was provided at the Whidbey Island Water Systems Association meeting by the City of Langley. “Prevailing wage” is the standard hourly pay rate and fringe benefits that government contractors must pay workers on public works projects. If we were to borrow money from either of the two major options available to us: the WA State Drinking Water State Revolving Fund or the US Department of Agriculture, we would be required to pay prevailing wage rates to the contractors performing work for us with those funds. Without “prevailing wage” rates, the cost per foot in 2026 dollars is closer to $250 per linear foot.
